In Rotterdam, the newly established governing coalition is demanding answers regarding the city’s troubled Oracle Fusion IT project, which has seen its budget skyrocket from an initial €16 million to €44.5 million, alongside experiencing notable delays in its rollout. Initiated in 2022, the project aimed to upgrade the city council’s financial administration, covering areas such as procurement, contracts, and subsidy management. The project was under the supervision of outgoing alderman Ronald Buijt.
A city review has pointed out that the project’s original cost projections were overly optimistic. It has also highlighted issues in project management and the partnership with consulting firm Deloitte. The review suggests that these factors contributed to the ballooning costs and delays.
Concerns have been raised about additional expenses that may arise, with officials warning that further software enhancements and maintenance might require an additional €12 million this year and €13 million the next. These potential costs have heightened scrutiny and concern over the project’s management and financial oversight.
Leaders of the coalition have emphasized the need for full transparency and political accountability, insisting that the taxpayers deserve a clear explanation for the escalating costs. They are calling for open communication regarding the project’s financial management. An emergency council debate is anticipated, and further examination is expected in upcoming committee sessions.
