OpenAI Deal Finalized as Reports Surface of Rival AI Use in Overseas Military Raids

The urgency of the OpenAI-Pentagon deal was underscored this week by reports that Anthropic’s technology was used in a high-stakes military raid in Iran—just hours after the company was officially banned. This revelation has added a layer of complexity to the debate, with the Pentagon arguing that it cannot afford to be without advanced AI, even for a single day. OpenAI is now rushing to complete its integration to ensure the military has a “better and more patriotic” alternative.
The reports suggest that while Anthropic’s leadership was fighting the Pentagon in Washington, their software was still actively assisting troops on the front lines. This “disconnect” is what prompted the Trump administration to order an immediate six-month phase-out of Anthropic in favor of OpenAI. The goal is to move all “mission-critical” workflows to OpenAI’s cloud-only environment, where the company can ensure that the technology is used according to agreed-upon safety principles.
OpenAI CEO Sam Altman has used the news to highlight the need for “clear communication and stable partnerships.” He argued that the current industry deadlock is dangerous for national security and that OpenAI is committed to providing a solution that works for everyone. By offering a “safety-first” framework that the military actually supports, OpenAI is positioning itself as the only viable choice for the future of American defense.
The integration process will see OpenAI models being used to process real-time battlefield data, providing soldiers with “enhanced situational awareness.” However, OpenAI has reiterated that its software will not be used to “independently direct autonomous weapons.” This remains the most important red line in the company’s contract, one that OpenAI plans to enforce through technical locks and human oversight.
As OpenAI takes over the role of primary AI provider, the company is also launching an “Ethics in Action” report to keep the public informed. This transparency is intended to counteract the “skepticism” of critics who believe that OpenAI is trading its values for government power. For OpenAI, the focus is on proving that it can be a military partner without becoming a source of unethical technology.
