Zelensky’s Paris Triumph: 10-Year Pact, 100 Rafales Secured

President Volodymyr Zelensky’s diplomatic trip to Paris has culminated in a “historical” triumph, securing a 10-year defense pact with France that includes a preliminary deal for 100 Dassault Rafale jets. Hailing the agreement as a “special moment,” Zelensky’s visit successfully locked in a long-term security commitment from a major European power, a critical achievement as support from the United States has been halted by the Trump administration.
The visit to Paris was about securing an enduring partnership, not just a single arms sale. The 10-year framework provides Kyiv with the predictability it needs to plan its military modernization for a protracted war. This agreement solidifies France’s role as a primary security guarantor for Ukraine and marks a decisive step in Kyiv’s strategic pivot to its European neighbors.
During the visit, Zelensky secured a comprehensive air defense package. Beyond the 100 Rafale jets, the pact includes eight units of the advanced SAMP/T air defense system, which the Ukrainian president praised as “one of the greatest” in the world. The deal also covers new radars and a plan for the joint production of interceptor drones, addressing Kyiv’s most urgent needs.
The “historical” pact is a direct response to Russia’s escalated air war, which has killed civilians and targeted the energy grid with missiles and glide bombs. Zelensky’s primary message in Paris was the urgent need for more air defenses, and this multi-faceted, decade-long agreement is France’s comprehensive answer.
Financing for the landmark deal was also a key part of the Paris discussions. Zelensky confirmed that Ukraine will aim to deploy funds from a G7-backed mechanism using future revenues from frozen Russian assets. This, combined with loans from the EU’s €150 billion SAFE fund, creates a sustainable, European-led financial path for the 10-year agreement.
